Equality Scheme
In accordance with Schedule 9 of the Northern Ireland Act 1998 and taking into account the advice contained in the revised guide to the statutory duties the Council has produced its second Equality Scheme. This Scheme states how the Council proposes to fulfil the Section 75 statutory duties.

Equality Action Plan
The Equality Commission’s revised guide to the statutory duties recommended that public authorities should develop action based plans. The Council has developed an Equality Action Plan which contains measures which are based on the functions of the Council and will be implemented through the framework of the Council’s Equality Scheme.

Audit of Inequalities
The Equality Commission’s revised guide to the statutory duties recommended that public authorities should conduct an Audit of Inequalities in order to inform the development of the Equality Action Plan. The Commission in its guide defines an audit of inequalities as “a systematic review and analysis of inequalities which exist for service users and those affected by a public authority’s policies” The Council’s Audit of Inequalities will be updated in line with the revision of the Equality Action Plan.

Equality Impact Assessments
An equality impact assessment (EQIA) is a thorough and systematic analysis of a policy, whether the policy is formal or informal, and irrespective of the scope of that policy.  The primary function of an EQIA is to determine the extent of any impact of a policy upon the Section 75 categories and to determine if the impact is an adverse one. Once a policy is screened and screening has identified that an equality impact is necessary, the Council will carry out an EQIA in accordance with Equality Commission guidance.

Annual Equality Progress Reports
Progress on the delivery of the Section 75 statutory duties and on s.49A of the Disability Discrimination Act 1995 (DDA 1995) (as amended by the Disability Discrimination (NI) Order 2006 will be included in the Annual Equality Progress Report.

Annual Equality Monitoring Reports
Following the publication of EQIA reports, the Council commits to monitor the impact of the policies on an annual basis.  These reports are published annually.
