Committee Structure

Appointments to committees and outside bodies take place annually at the Council’s Annual General Meeting held in June each year.  A new Mayor and Deputy Mayor is also appointed at the Annual General Meeting.  Council also makes appointments to a number of External Bodies.

Representatives for the following committees are identified:

Audit Committee

The Audit Committee comprises 8 Councillors and 2 independent Lay Members and meets at least 3 times per year.  It is responsible for providing independent assurance of the risk management framework, the associated control environment and overseas the financial reporting process.

Executive Committee

The Executive Committee comprises 4 Councillors appointed by the Council at its Annual General Meeting and meets at least once a month.  The Executive carries out all of the local authority’s functions which are not the responsibility of any other part of the local authority, whether by law or under these standing orders.

Corporate Affairs

The Corporate Affairs Committee comprises 8 Councillors and meets at least 10 times a year.  It oversees matters relating to public relations, external communications, branding and marketing.

Internal Scrutiny Committee

The Internal Scrutiny Committee comprises 16 Councillors and meets at least 10 times a year.  It reviews and/or scrutinises decisions made or actions taken in connection with the discharge of any of the Council’s functions eg the Budget, Corporate Plan and any other Council plans and strategies.  In addition, it carries out reviews and/or scrutinises Council departments, including matters pertaining to relevant outside bodies.

In order to transact business, the Internal Scrutiny Committee, from within its membership, has established 2 standing themed scrutiny panels to scrutinise individual issues referred to it by the Internal Scrutiny Committee.

Judicial Committee

The Judicial Committee is appointed from within the membership of the Internal Scrutiny Committee.  It comprises 8 Members and meets as and when necessary to discharge the functions of the Council in relation to any approval, consent, licence, permission or registration which the Council is empowered to grant including:

  • the imposition of limitations, restrictions or conditions
  • determining any terms
  • enforcement issues
  • charges
Public Services Scrutiny Committee

The Public Services Scrutiny Committee comprises all members of the Council and meets at least 10 times per year.  It oversees matters relating to consultation on planning applications received by Planning Service and scrutinises decisions by other public bodies such as housing, health, education, public utilities and transportation

Scrutiny Panels

From time to time, the Public Services Scrutiny Committee establishes scrutiny panels to consider and respond to consultation documents received by the Council in connection with the discharge of all public services in the Armagh City and District Council area, for example, Housing, Health, Education, Public Utilities and Transportation.

Statutory Council

Through the work of committees, our Councillors oversee the work of the council.  The Statutory Council, which consists of all 22 elected representatives, is the overreaching decision-making body and meets monthly.
