Planning Service NI deal with the development of land and all applications are submitted to them.
Planning Service consult a number of other agencies on planning applications submitted including Armagh Council’s Environmental Health Department.
Environmental Health will provide comments to the Planning Service upon review and assessment of the information submitted along with the application.
These comments will consider the impact of the development in respect of the following:
- Noise
- Odour
- Air Quality
- Contaminated Land
The aim is to ensure that future occupants of any development will not be detrimentally affected by any of the above and likewise that a new development close to existing sensitive properties, including houses will not be detrimental to the local amenity in respect of noise, for example.
Where required, Environmental Health will request an impact assessment for noise, odour, air quality or contaminated. Acoustic Reports Tech Guidance Version 1
Where a site is known to be contaminated due to historic use of the site or because of naturally occurring contaminants, e.g. radon (LINK) depending on what the proposed development is, the site may need to be assessed and remediated to ensure that it does not pose a risk to the health of future occupants.

Legislation to deal with contaminated land proactively has not yet been enacted in Northern Ireland.
Building Control may also be consulted in respect of planning applications.
